A PR was merged into rails but it looks that the problem still pending

• issue in rails/webpacker: Can't install svelte #2212
• pull request merged in rails that solve it : Svelte#2134

So i reproduced steps of the PR and svelte works well with rails 6.0.0rc2 & webpacker 4.0.7 with svelte & svelte-loader yarn packages. repo : sveltewithwebpack
