Tailwind + CSS Template

Basic SvelteKit + TailwindCSS template built using TailwindCSS's instructions found here: https://tailwindcss.com/docs/guides/sveltekit

This uses a Skeleton Project from the SvelteKit options with nothing additional installed (ESLint, TS, Prettier, etc.)
