simple bandler for OperUI with PostCSS, babel, ES10-11 support, TypeScript and Svelte

1. All JS components will be compile in app.js, all styles in app.css
2. App.js and app.css will be transplite with babel and PostCSS
3. Added TypeScript support

5. delete PostCss-variables support (for changing to simple-vars)

9. add .pcss-format loader
